There are two main ways to get marriage records in Loudoun County. For records from 1936 onward, you can request through the Virginia Department of Health Office of Vital Records. Certified copies cost $12 each under Virginia Code § 32.1-273. The state office processes mail-in and online requests. For records before 1936, or if you need a document quickly, go straight to the Circuit Court Clerk in Leesburg.
When you contact the clerk's office, be ready to give the full names of both parties, the approximate year of the marriage, and a reason for the request. You do not need to be a party to the marriage to ask for a copy. Marriage records in Virginia become fully public after 25 years under Virginia Code § 32.1-271. Records less than 25 years old are restricted to the parties, their parents, legal guardians, or attorneys of record. The license must include names, ages, residences, and whether either party was previously married. After the ceremony, the person who performed it must return the license to the clerk within 5 days. The clerk then records the marriage and files the original. At that point, it becomes a marriage record that can be requested as a certified copy.

Virginia marriage records are governed by several sections of state code. The main law covering vital records is Virginia Code § 32.1-267, which defines what must be recorded and how. The 25-year public access rule comes from § 32.1-271. The $12 fee for certified copies is set by § 32.1-273.
Under Virginia's Freedom of Information Act at Virginia Code § 2.2-3704, you have the right to ask for public records from government agencies. Historical Marriage Records in Loudoun County
Loudoun County has one of the older sets of marriage records in Virginia. The county was formed in 1757 from Fairfax County, and records from that era have been preserved to varying degrees. The clerk's office holds original record books, and many have been indexed. The Library of Virginia has copies of many early records and has digitized a portion of them.
Early records include marriage bonds, which were required before the formal license system. A bond was a financial guarantee that no legal bar to the marriage existed.
